US and China Open an AI Incident Channel and Trim Tariffs on $30 Billion of Goods

Washington and Beijing will open a bilateral channel for AI incidents, trim tariffs on $30 billion of non-sensitive goods each way and push their trade truce to January — a three-day state visit that delivered ceremony over breakthroughs.

The White House said on Friday that the United States and China would establish a “bilateral communication channel” for artificial intelligence incidents — the clearest new piece of machinery to come out of Xi Jinping's three-day state visit to Washington, a summit that otherwise traded breakthroughs for pageantry.

Beijing confirmed the arrangement a day later, after Xi had flown home. China's Foreign Ministry said the two sides would open a channel for AI incidents and hold a fresh round of AI-focused talks in November, and that they would accelerate work on military crisis communications. It gave no detail on how either line would work.

On trade the two powers settled on a modest, carefully hedged package. Tariffs will fall on roughly $30 billion of “non-sensitive” goods in each direction — a basket Beijing described as agricultural products and holiday decorations, small enough to spare both sides' strategic industries. China agreed to import at least 10 million metric tons of American coal across 2027 and 2028, and the trade truce struck at Busan last October, due to expire on November 10, was pushed out to January. Treasury Secretary Scott Bessent said the extension would hold “until January”. A pair of pandas is headed for Atlanta.

The AI language is the part worth watching, and the part most obviously unfinished. Neither government committed to joint safety testing, shared compute limits or binding rules for frontier models — the substance a year of US–China AI diplomacy keeps failing to produce. What they agreed to build is a line, not a framework: somewhere for two governments to talk when a model misbehaves, escapes its test environment or is turned on critical infrastructure. After a year in which autonomous agents wandered out of their sandboxes and into government systems, even a channel counts as movement.

Trump was blunt about the limits, telling reporters as he left the White House that the US should not merge its AI work with China's. “I would rather not integrate, because we're leading by a lot,” he said. “When you're leading, you don't open it up to each other.” He also rejected calls for a slowdown, saying Washington “is not going to be putting on brakes” on AI. Xi framed the relationship as “healthy competition” — “a race of catching up with one another, not a wrestle in which one either wins or loses” — and said that as “leading nations in artificial intelligence”, both countries share “the capability and responsibility to develop and manage AI for good”.

Elsewhere the visit produced atmosphere rather than agreement. Iran's war was on the agenda but yielded no breakthrough; China's readout said both sides agreed Iran should not have nuclear weapons and that no country should impose transit tolls on international waterways — a reference to the Strait of Hormuz, still shut to shipping amid the conflict.

Al Jazeera's Alan Fisher, reporting from the White House, described a summit “short on breakthroughs” and dominated by ceremony. “There was a lot of ceremony and a lot of pomp. In fact, there was a lot more pomp than progress,” he said. Trump called the visit “one of Friendship, Strength, and Success”. Xi, cooler, asked for “strategic stability on the basis of respect, fairness, and reciprocity”.

The two leaders are due to meet twice more before the year is out — at the APEC summit in Shenzhen in November and the G20 in Miami in December — which leaves the AI channel, for now, a promise to be tested rather than a result to be counted.
