It originally allowed services such as Gmail, Facebook Messenger, Instagram, Skype, Snapchat, iCloud Mail, and Xbox messaging to scan private communications. The regulation expired in April, and its revival is being handled as a separate legislative file from the long-running negotiations over the proposed Child Sexual Abuse Regulation, often called "Chat Control 2.0," which would establish a permanent CSAM detection framework.
The narrow margin of just 27 votes underscores deep divisions within the Parliament. Privacy advocates warn the measure normalizes bulk surveillance of private correspondence and could expand beyond its stated purpose. Several MEPs pointed out that end-to-end encrypted services like WhatsApp and Signal are not directly affected unless providers choose to implement scanning, but critics argue the distinction is fragile and sets a dangerous precedent.
